I have a 1099R form, when will I be able to enter it on my Turbo Tax?

NYS withholding numbers for 1099R entered correctly but TT review says "witholding cannot be greated than the gross distributtion. The number is NOT GREATER. TT now says I have an error and will not allow me to file the taxes. Any suggestions. ion."
