I have 4 1099Rs, all entered exactly as written. The total of the 1099Rs on the Income summary is 64,334. The amount on the 1040 line 4a is 60,318. The difference is 4,016, which is the amount of one of the 1099Rs. Why aren’t they the same?

You can't go by the summary. It only includes Box 1 amounts. The 1040 is the correctly calculated amount.
The $4,016 was probably a distribution from a qualified retirement plan, not a distribution from an IRA, and did not have the IRA/SEP/SIMPLE box marked. This Form 1099-R should appear on line 4c or 4d.
One other possibility is that the $4,016 Form 1099-R has code R or N and would not appear anywhere.
