On 1099r -No NY state tax w/h but #12 won't accept 0 or 0.00 answer - when trying to file, cannot get past #12 needing any answer?

For NY, if you have an actual value in box 2a  (and not a blank or zero) enter the value of box 2a into box 14 and leave 12 blank.  Then carefully step thru the pages that follow that main form.   (NY Distribution amount should rarely-to-never be a zero, but if box 12 is zero...leave it blank)

Delete the 1099R and re enter it.  That may reset something.

If your actual 1099-R does have a dollar amount in box 12 then you must leave ALL boxed 12-14 BLANK (not zero).  Box 13 a & 14 cannot have anything in them if there is not an actual dollar amount in box 12.
