It's ordinary, unless you know for a fact that it is qualified. See http://www.investopedia.com/terms/q/qualifieddividend.asp

The fact that yoiu didn't get a 1099-Div, probably means the dividends ate not qualified. If you are expecting a 1099-Div, you should wait for it or check the issuer's web site.
