Is this possible to roll over my 401k funds to the Roth IRA and then withdraw for education expenses that occurred in 2017 given that we are in February 2018?

Expenses paid in 2017 cannot be applied to a distribution from an IRA made in 2018 as an exception to the early-distribution penalty.  You would need to pay qualified high-education expenses in 2018 to be able to apply this exception on an IRA distribution made in 2018.
