Got my wife's 1099-R today from Edward Jones. Entered it manually--as the downloading option isn't available until 1/29/25. State Tax Withheld (Block 15) for her RMD is $110. Got as far as Section 16 (State Distribution) where the 1099-R shows $0.00. Entered that and got alert from TT stating that " State distribution amount can't be blank and can't be less than state tax withheld." Can go any further. In previous years she also received 1099-Rs with state tax owed and $0.00 in Block 16. Never had an issue until now. I contacted Edward Jones' Tax Hotline rep who said it appears to be a glitch in the Turbo Tax program. I contacted two Turbo Tax "experts" by phone. The first just quoted IRS rules--and suggested just putting in a number that equals or exceeds the $110 to "satisfy" the program. Told her I wouldn't do that--as it may screw up my tax submission. The second "expert" couldn't even pull up my account, and, after nearly 45 minutes, told me she has IT issues. Told her I'd try to contact someone later. Very frustrating. Anyone else having similar problems?
Yes there is a problem. I’ve also contacted TT twice and still no fix.
Enter the distribution in box 16 with the amount from box 1 of the form 1099-R and continue.
Won't the IRS kick it back because it doesn't match the official 1099-R??
I've been using TT for 20 years. You'd think they'd have this simple stuff figured out by now.
I’ve been using it since 2014…never had this issue before.
My thoughts as well

The IRS does not look at the boxes on a Form 1099-R for state taxes.
I would guess that some government tax system (state?) is going to pick up the difference in the official 1099-R and my "fudged" input--and kick it back or delay it. Right or wrong??
Probably not. The state taxes withheld and the state distribution should not be a problem with the state tax authority.
I would think the concern for most of us is whether or not the tax return will be accepted, or moved to needing some type of IRS review, or could trigger an audit, or any refund due will be totally, and significantly, delayed by this error message. And that is regardless of the fixes offered (which are not TT official and working solutions and are not working for most). If TT lets the return be electronically filed, and it is spit back, we can only believe, for now, they will stand behind this, including financially.
TURBO TAX, WHERE ARE YOUR COMMENTS TO THIS? THEY SEEM TO BE IN ABSENTIA!
Well, TT has apparently fixed the "Needs Review" issue. Of course, no comments about the repair on this thread or in my inbox. That would be admitting they had an error (a big one at that) in their release. Still, thanks for getting it fixed before the first day to file.
Now, if there was just a way to "encourage" those who send out 1099R to do so on a date earlier than 1/31.
Appreciate your help in following up.
Surprise, Surprise, Surprise! Got my 1099-R from First Command today. Same problem. But not unexpected.
:(
I deleted one of my 1099R on Tuesday. And then, I did a re enter and nothing was fixed. Yesterday I came back and there was no Needs Review for the re entered 1099R. So, I entered another and it took it. I completed the return and the Federal Review and the software told me my concerns were corrected. So, I completed the return and submitted to TT. They will file for me next Monday, the earliest day.
