No.   You do not have to file a state return for the state the retirement income is coming from.  You file a state return for the state you LIVE in.    If you live in New York, you file a NY return.  You do not file a PA return for the retirement income that is coming from PA.

No, you do not file a state tax return for the pension income for the state where the form 1099-R was issued.

Is this still true if state taxes were not taken out of the disbursements?  I live in AZ and collect on a WI police officer pension.  WI would not allow me to withhold any state taxes on the payments.   I don't have to file a WI non-resident return?

Yes, that is still true if state taxes were not taken out of the disbursements.  

 

For your situation, you would include the WI police officer pension on your AZ tax return as long as that is where you lived all of 2024.  You do not need to file a WI tax return as long as you didn't live there during 2024.
