I understand that higher amount of taxes paid must be reported first but the program first requires me to answer RIC for dividend taxes and I cannot go to the form for the higher amount of foreign taxes paid on the pension income.

Yes, you need to enter it again in the foreign tax section of TurboTax.
Please see the following response from my colleague, a superuser, Rogge1722 to a similar question:
This shows the header and response for each screen in order that the
1st (COPY 1) F1116 will be “general category income” instead of the
default “passive category income” which is the result of the initial
screens focusing on dividends.
To ensure a clean start, delete any F1116’s before entering the foreign tax credit interview. .

Dear KarenJ, do you mean that foreign pension income is classified by IRS as a general category income for Form 1116? I am trying to clarify, if pensions are general or passive category income, but cannot find anything in IRS publications related to FTC any reliable information at all on this subject. I would highly appreciate, if somebody could help!
