I entered a 1099-R but it won’t move forward because it says the state tax withheld can’t be greater than the distribution, but it’s not greater.

I tried that but it didn’t work. If I remove the 13 cents it lets me move forward but that’s not what’s on the form. I’m copying it number for number but it thinks the state withheld is greater than the gross distribution but it’s thousands less.
