I don't understand the IRA question?

He is receiving a pension from OPERS, correct?  If so, he should have received a Form 1099-R for the pension income.  The pension is not an IRA.

You need to enter the Form 1099-R as received.

 

To enter, edit or delete a form 1099-R -

Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Scroll down to Retirement Plans and Social Security
On IRA, 401(k), Pension Plan Withdrawals (1099-R), click the start or update button

 

Or enter 1099-r in the Search box located in the upper right of the program screen. Click on Jump to 1099-R

 

On the screen Did you get a 1099-R in 2023? Click on Yes

On the next screen click on Continue

On the screen Let's import your tax info Click on Change how I enter my form

On the screen How do you want to add your 1099‑R? Click on Type it in myself

On the screen Who gave you a 1099-R? select the type of 1099-R you received and Continue

My husband is 74 it says we have to claim taxes he has OPERS and they take money out and put it investments that is how the people get their health insurance etc. and I don't know what to put on the questions. I didn't have to do this last year.

It then pops with did he have a RMD which is a required minimum distribution this what I don't get.

Since he is over the age of 70 1/2 all of his pension is an RMD.  You only need to indicate that all of the pension was an RMD and continue to complete this section of the program.
