How do I fix an error on form 1040 worksheet, sched 3, part 2, line 11=0 since line 10 is negative? I don't want to defer SE tax, and am not eligible anyway.

I also said "no" when asked if I wanted to defer SE tax.  The error check routine insists line 11 has to be less than line 10.

Don't enter anything on line 11. When the error comes up in the error check, delete the zero (or whatever is there) and leave the box empty.
