I donated a 2010 Nissan to a Veterans' Charity. I received a 1098-C from them stating that the proceeds from the car were $1,300.00.
I am filling out the information in TurboTax, and it asks for the car's "Value."
Are they asking for the value if I look it up on KBB or what the Charity says they sold it for?

No, you are not mailing the return, however you will mail the copy of the 1098-C (keep your original for your files) and Form 8453 will print when you finish your return. Form 8453 is used for tax returns that are filed electronically and yet the IRS wants to see some pieces of data on paper. The suggestion is to send it with delivery confirmation or certified mail so that you have proof it was sent to and received by the IRS. See the details below.
If you don't see a difference in your refund it may be that itemized deductions are not being used. I would suggest you print and review your tax return before filing (Schedule A for itemized deductions). You have access to all forms when you choose to print your return in TurboTax Online/Mobile. However you are required to pay before printing, but do not have to file until you are ready.
If you are using TurboTax Desktop you can switch to Forms and review all forms and worksheets.
If you are e-filing your tax return, then mail your statement (1098-C or other document showing detailed sales information) along with Form 8453 to:

If you are itemizing your expenses, since they sold the car, you would use the lessor of KBB or what the charity sold it for. So yes, you will still need to look up the value, but if it is higher than the $1,300 they sold it for, you can still only claim the $1,300.

You will enter the information into the program. The program will let you know if you need to mail the 1098-C attached to the 8453, which is what I would expect based on the value. Do not mail the original form, send a copy. Mail with tracking but no signature required.

I am filing electronically, or want to file electronically, but if I send it with tracking, I am mailing my forms to the IRS, correct?
Also, after entering the information regarding the car donation, I did not see 1$ increase in my return so what it the difference if I don't send the 1098-C form?
