I am 60. If I make an IRA withdrawal in 2019, will I ever be able to make another contribution in a future year like 2020? the idea is to use the IRA to offset lack of incoome some years and get IRA tax break if income overflow years.

You can make contributions to your Traditional IRA if you have taxable compensation until the year you are age 70 1/2 and older. To a Roth IRA at any age if you have taxable compensation.
