Can I still make IRA contributions after I started making withdraw?

I am 60. If I make an IRA withdrawal in 2019, will I ever be able to make another contribution in a future year like 2020? the idea is to use the IRA to offset lack of incoome some years and get IRA tax break if income overflow years.
