There is no Document ID number on a From 1099-R. What type of Form 1099-R are you trying to enter?
Form 1099-R, RRB-1099-R, CSF-1099-R, CSA -1099-R
IRS Form 1099-R - https://www.irs.gov/pub/irs-pdf/f1099r.pdf
I'm trying to connect my financial institution with turbo tax and it asks for account number and document id number specified as an 11 digit number found on the top right of the form.

Then they have to be referring to the OMB Number that is on every IRS form or schedule.
For the Form 1099-R this is what I believe they need OMB No. 1545-0119
"11-digit number found at the top right of the form"
Several financial institutions require a specific and proprietary document ID number as part of the importing log-in process. If it's not on your form, it might be visible when you view the 1099 within your financial account. If you still can't find it, you can talk to the financial institution and ask them exactly where you can get it. Or you can enter the 1099 manually.
The OMB is 8 digit. They are specifically looking for an 11 digit number.
