As part of my tax return after filing, I received a 1040EZ payment voucher from a state (KY) I was stationed in as a result of my Military orders. As I have always done I file my state taxes with my legal state (NE)of residency which is different from the state I received the irs payment voucher. Don’t understand why I am being sent a IRS payment voucher for a tax the is not my state of legal residency and I was only in that state due to my military orders?

You would not receive an IRS payment voucher for state taxes. The IRS and the state Departments of Revenue are just not that close.
If you had a balance due on your Federal return, and you lived in certain states (namely Georgia, Alabama, New Jersey, Kentucky, South Carolina, North Carolina, Virginia, or Tennessee) TurboTax would print out Form 1040ES for you to pay estimated taxes. The address you send them to is in Louisville KY, 40293.
If this is the payment voucher you are talking about, you can mail these into the IRS or not. They are printed for your convenience but are not mandatory.
