We replaced two electrical subpanels. Did not result in major improvement but just safer breakers installed. Do I mark Expense or Asset for rental?

If the total cost was less than $2500 then you can expense it as a repair  or you always have the option to add it as an improvement  to depreciate if that suits you better.
