What is the rule for 2018-2019 tax years w.r.t. "1099-MISC to an independent contractor for the work done on a rental property owned by someone who is not a REP"?

I read the following. Is it still valid for 2018, 2019 ?
"You are not required to file a 1099-MISC form for independent contract work that was done for your rental property, as long as you are not a real estate professional. "

If you are a landlord only and not a real estate professional or in the business of renting properties, you do not need to supply a Form 1099-MISC to an independent contractor for work performed on the rental property.  This applies to tax year 2018 and if no changes are made to the tax code, for this section of the code, will also apply to tax year 2019.

If you are a landlord only and not a real estate professional or in the business of renting properties, you do not need to supply a Form 1099-MISC to an independent contractor for work performed on the rental property.  This applies to tax year 2018 and if no changes are made to the tax code, for this section of the code, will also apply to tax year 2019.
