You can add it under the Foreign Tax Credit section (but as an additional column on your passive 1116 if your 1116 column "a" related to your 1099-INT income is under a different country than France).
So once you are in the Foreign Tax Credit section, answer "yes " twice, then "continue" 3 times - take credit - continue then "no" - "continue" twice - then enter as "passive" income with "France" as the country.
