Can I claim my apartment rent as an expense? Live in Texas, but currently work in Louisiana. Permanent home in TX, appt in LA. On a work temporary assignment.

Work pays a non-taxable per diem which is not reported income/on w-2. Not sure if I would have to fill out a 1099-MISC.

No, if you are a W2 employee, you cannot claim a deduction for your rent.  Employee business expenses are no longer deductible under the new tax laws.
