I am filling with a stock Form 1099-DIV and it's telling me I need to upgrade my filling service, why is that?

Most likely it would be because you have some qualified dividends on the form. Qualified dividends are the portion of regular dividends that are taxed as capital gains. In order to generate the form for capital gains, you would, unfortunately, have to upgrade to Premier.
