How can I get the "gross proceeds investment expenses" on my 1099 to recognized as expenses? They are currently listed as sales profits.

No, investment expenses should not be listed as gross proceeds. I suggest re-checking a PDF copy of Form 1099-B to verify the accuracy of the import.
