To qualify for the Renter’s Property Tax Refund:
You are a Minnesota resident or spent more than 183 days in the state
You cannot be claimed as a dependent on someone else’s tax return
Your household income for 2020 was less than $62,960
You can paper-file your M1PR when you prepare your Minnesota taxes in TurboTax:
After the State Elections Campaign Fund and Nongame Wildlife Fund screens, you'll come to the Filing instructions screen. Select Print Form M1PR and mail the printout by August 15 to:

If you prepare your Federal return in TurboTax, then prepare your Maine State return, you will get a screen for the Property Tax Fairness Credit.
You can also download the form from the Maine Dept. of Revenue and mail it in.
Click this link for more info on the Maine Property Tax Fairness Credit.
Waseca, Minnesota
To enter your Minnesota renter’s credit information into TurboTax once you’ve received your property tax information:
Open up TurboTax for the appropriate tax year
Click Pick up where you left off
Click State in the left pane
Work through your Minnesota screens again, making no changes. As you near the end, you'll come to the Other Forms You May Need screen
Check the box for Property Tax Refund (Form M1PR) and follow the onscreen instructions
Once you’ve input your property tax information, continue through the subsequent screens until you come to the Filing instructions screen.
Select Print Form M1PR and mail the printout by August 15 to:
Minnesota Property Tax Refund
Mail Station 0020
600 N. Robert St.
St. Paul, MN 55145-0020
You claim the credit on Form M1PR, Homestead Credit Refund (for Homeowners) and Renter’s Property Tax Refund. See the instructions at Homestead Credit Refund (for Homeowners) and Renter’s Property Tax Refund Forms and Instructions.
(Some browsers have trouble with pdfs; you can also find these documents at Filing for a Property Tax Refund.)
This form is filed separately from your Minnesota income tax return, but can be accessed in TurboTax as described above. You need to file the 2021 Form M1PR by August 15, 2022.
