Even though you are a federal resident, your "home" state in TurboTax determines which state forms it loads.
Go to Personal Info (or My Info).
Under "State of Residence", select Foreign or US Territory
Look for the question: "Did you live in another state in 2025?" Select no. Even if you were physically in Wisconsin all year, for tax purposes, your "domicile" (permanent home) is your home country.
Now look for a question asking if you made any money in any other states, select yes. Here you will select Wisconsin as the state where you made money.
Now, start the Wisconsin state return.
First question asks did you make money in Wisconsin but never lived there, say yes. This will keep you as a non-resident of Wisconsin.
Next question, check you were a non-resident of Wisconsin for the entire year.
Next, you are what your resident state is. Check a box that says I need to enter a foreign country, then it will ask you to name the country.
Continue through the return. If it asks you to allocate income, be sure all your income appears as Wisconsin-sourced income since you have no other states to allocate income to.
Before you do this, though, verify you can file as a Wisconsin non-resident in case you are audited by the state. if you are examined, make sure you have relevant proof that you do qualify as a non-resident.
