To clear the Line 14a error, manually fill in the blanks for the State at the Federal level, by following these steps:
Go back to the Federal 1099-R entry screen under, "Wages & Income"
Locate Box 16 and for the State information section (Boxes 14–16)
Enter the Amount of the Gross Distribution from Box 1 (or the taxable amount from Box 2a) and type it into Box 16*
Ensure the state and the Payer's State ID are filled in
If the ID is missing, you can usually use the Federal EIN from the top of the Form, or contact your state's Department of Revenue
*If Box 14 has an amount, then Box 16 should be filled with either the amount from Box 2a, or Box 1 (if no amount in Box 2a). However, if Box 14 is blank, or has a zero (0), then clear everything out of the boxes (including zeros in Box 14) and leave totally empty.

Thank you for responding. I am using Windows 11, logged in as Administrator, with all other programs and anti-malware programs off. I installed the special update. But the same problem happens. The particular problem is with a 1099-G, from Massachusetts for DFML (Paid Medical Leave Benefits - I was out of work a few weeks after a knee replacement). The Box 1 Taxable amount = zero (blank). Box 4 Fed. tax withheld= $304. Box 11 State Tax withheld= $152. (I had not realized that the DFML benefits were not subject to tax, and I had checked the boxes to have tax withheld; thus, the strange combination of nothing taxable, but taxes were taken out. Turbotax is hating this, and not accepting my confirmation that the entries are all correct.) What else can I try?

@melpaw57 , interesting. So , in contrast to individual filing software ( using AGI / PIN etc. to identify the filer ) and act as a transmitter only, in case of business return -- where there is ONLY a representative of the business Intuit is acting as ERO & transmitter and requiring 8453 to identify the filer of the business return.
Just follow the requirement -- cannot fight with the city hall. There is probably some statements to this effect in the "Use License"
Is there more one of us can do for you ?

In order for TurboTax to make the correct calculations, you need to know your RMD for each of your accounts so that you can enter the correct amounts when asked during the interview process for each Form 1099-R you are entering. If you do not enter the correct information, a calculation error will likely occur.
What if you don't know your RMD ? There are two ways you can obtain your required minimum distribution amount:
Contact the custodian, or financial institution that holds the account and issued the 1099-R
Take the year-end IRA balance from the previous year and divide it by your Single Life Expectancy factor based on your age on your birthday in 2026
Next, to designate the entire distribution as the RMD amount from Form 1099-R, do the following:
Return to your 1099-R entries by clicking Review to the right of IRA, 401(k), Pension Plan Withdrawals (1099-R) in the Federal Wages & Income
Click on the pencil to the right of the 1099-R
Click Continue through the entries you've made
"Let's get more information about your Required Minimum Distribution (RMD), enter the amount of your distribution as your RMD that was due by December 31, 2025, Continue
On the next screen, "How much of this distribution applied to your December 31, 2025 RMD?", select "The entire distribution applied...", Continue
When you reach, "Review your 1099-R summary, Continue (not the pencil)
When you reach, "Let's go over any required minimum distributions (RMD), Continue (not the pencil)*
If one of your Form 1099-R distributions covers all RMDs for 2025, you can enter the full amount of the RMDs (no extras) in the first Form 1099-R distribution above and then skip the second Form 1099-R questions about RMD by entering zero at step 4 above and just Continue through the remaining questions.
Note: If the above steps do not resolve your RMD error, delete the Form 1099-R and also delete any Form 5329:
In TurboTax Desktop, select the form then click Delete Form at the bottom left
In TurboTax Online, on the left panel, click on the down arrow to open more options
You may have to scroll down a little to view the Tools option below
Click on Tools, then Delete a form (Usually the third option down)
Scroll down to delete Form 1099-R and then delete Form 5329-T (and 5329-S, if applicable)

"There are many people answering questions in community. The expert tag lets you know that we are actual employees with credentials in the tax world. NYS is not taxable in NY but the IRS has not issued official guidance yet. Since it is a small amount of money, taxed at a low rate, I think many of us have decided better to err on the side of caution. Without official guidance, there is a chance of amending either way. As it is your tax return, it is your choice. Most people would rather over pay a few dollars rather than underpay with those consequences." That is a confusing message that seems to contradict the TT advertising; Is my refund maximized, or am I paying a little extra to cover shortcomings in the TT software? If the TT software is not correctly handling this situation with the 2025 NY State "Inflation Refund", but the TT error check indicates everything is ok, does Intuit still support me if NY rejects my tax filing? Note: I am not using not the free online version: I paid $100 for the Premier software to have on my desktop computer, and I am paying to file this return with NY ... if I have to refile because of a TT software issue after following employee expert advice on how to work-around the software limitations, who pays for the refiling, etc.?

Here is how to do this in TurboTax Online:
Navigate back to the Self-employment income and expenses section and select your business.
Choose the pencil icon to the right of Vehicle, and go through the interview, past the mileage entry.
The system computes the standard mileage deduction, and a screen will appear asking if you want the mileage deduction or want to enter actual expenses.
Select actual expenses. Now, you can enter things like gas and tolls. After the other expenses, you are asked for the cost of the vehicle. That is where to enter purchase price.

Each taxpayer over age 65 is eligible for their own 6,000 dollar additional senior deduction, whether filing jointly or separately. It is not a 12,000-or-nothing option. Married filing separately is usually the worse filing option for married taxpayers, and it would also do nothing in this case to increase their access to the enhanced $6,000 senior deduction. You should not elect MFS in this case, for this reason.
