TurboTax does not receive any kind of tax refund, federal or state.
If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the $40 service charge deducted. The third party processor will deduct the TurboTax fees plus the $40 service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.
For the status of your tax refund you will need to contact the third party processor, Santa Barbara Tax Product Group, using their website - https://www.sbtpg.com/

Are you claiming your daughter as a dependent? If so, you will enter the 1095-A on your return and not make any adjustments. If not, then you will enter the 1095-A on your return and she will enter it on her return as well. Then you will choose I share this policy with another taxpayer. You can claim anywhere between 0% and 100% while your daughter will claim the remaining amount. It does not matter how you allocate as long as the total equals 100%.

The North Carolina Dept of Revenue online payment system can be found here. Complete the fields and then select Next from the bottom options. The rest of their payment options (check, etc.) can be found here.
You can request an installment agreement (payment plan) for your tax due here (scroll down to the bottom), and there are drop-downs to learn more info about qualifying - it looks like they make you wait until the bill is already in collections, for example.
If you can't pay in full, there's nothing stopping you from just sending/making a partial payment. If they send it to collections, then you can request a formal installment agreement. It's better to try and pay something than nothing, when dealing with the tax authorities.

The program believes you qualify. Follow these steps:
Go back through the SC return.
Look for the income that SC handles differently.
Scroll down to Public Service.
Look for Subsistence Allowance.
Enter zero
Continue
This should make the program realize your amount is zero.
You may want to log out.
Edit SC again
Go back to where the zero was entered and remove it then click back, not continue
click back until out of the section
check there is no form in your return
Online:
In the left-hand menu, click Tax Tools > Tools.
Select Delete a form.
Look for forms and worksheets related to issue -delete if there
Additional help, see How do I view and delete forms in TTO?
Desktop: switch to Forms mode and delete

Sounds like something got stuck. You can try these things:
Log Out Completely: Before doing anything else, click Sign Out in the TurboTax menu.
Clear Cache and Cookies: This removes old, "corrupted" data that might be confusing the website.
Use an Incognito (Private) Window: This is the most effective "quick fix" because it launches the browser without any saved history or extensions (like AdBlockers) that often interfere with tax forms.
Check Pop-up Blockers: TurboTax often opens forms (like the 1099 PDF) or payment windows in a separate pop-up. Look at the right side of your address bar for a small icon with a "red X"—click it and select "Always allow pop-ups from Intuit."
Restart the Browser: Close all open windows of your browser entirely and then reopen it.
Most TurboTax errors happen because the browser is trying to use an old "session" from a previous visit. By clearing the cache or using Incognito mode, you force the browser to establish a brand-new, secure connection with the Intuit servers.

The summary page may not reflect the actual data for the listed topics. If you are satisfied with your entries, you can ignore the summary page.
If you wish to test this, run a Final Review to allow TurboTax to show you what information may be missing from this topic. From the left column of TurboTax Online, choose "Final Review." You can run this review as many times as needed as you encounter issues when working on your return.
It's also possible this is browser-related. Please log out of TurboTax Online, refresh your browser, and clear your cookies and cache. Then restart your browser and log into TurboTax again. Or try a different browser.

Once your return is filed, TurboTax has no control over the processing or the timing when the IRS releases your refund.
Your refund could be offset. The IRS and State Governments have the ability to offset a refund to pay for certain past due debts. You generally will receive a letter stating what the offset was for. The IRS provides a toll-free number, (800) 304-3107, to call for information about tax offsets.
Here are a few FAQs to help you track your refund: When will I get my federal tax refund? How do I track my state refund? Why does Where's My Refund say "approved" but TurboTax still says "accepted"?
Why do some refunds take longer than others?
What if my IRS refund is taking longer than 21 days?

Federal and state refunds come from completely separate entities. There is no rule as to which one will come in first or how long it will be between their arrival in your account.
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:
https://turbotax.intuit.com/tax-tools/efile-status-lookup/
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2025 Form 1040) of your federal refund to track your Federal refund:
https://www.irs.gov/refunds
To track your state refund:
https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-refund/track-state-refund/L3jgO8PGs_US_en_US?uid=lt447ebr
If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing
https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-refund/refunds-take-longer-others/L14YlqFrH_US_en_US?uid=lexdr7zh
.
https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-refund/irs-refund-taking-longer-21-days/L2vRAJbdU_US_en_US?uid=lexe7lst
If you are getting earned income credit on line 27 or additional child tax credit on line 28 You are subject to the delay required by the PATH act. Do not expect your refund before early March
https://ttlc.intuit.com/turbotax-support/en-us/help-article/internal-revenue-service/federal-refunds-delayed-due-path-act/L5jnQJsBi_US_en_US
Note: “Accepted” is not the same as “approved”. TurboTax tells you the e-file was accepted if the IRS deems that there is enough information on the return for them to take it in for processing. Only the IRS can approve of the refund, which is a later stage of processing. If the IRS approves your refund they will provide a date for the refund to be issued.
FROM THE IRS WHERE’S MY REFUND SITE:
https://www.irs.gov/wheres-my-refund
How it works
Where's My Refund shows your refund status:
Return Received – We received your return and are processing it.
Refund Approved – We approved your refund and are preparing to issue it by the date shown.
Refund Sent – We sent the refund to your bank or to you in the mail. It may take 5 days for it to show in your bank account or several weeks for your check to arrive in the mail.
