I have the same bug.   The MN state review shows me errors on the M1QPEN form - but I have no public pension.   I delete the form but it keeps coming back.   I have started the return over and I am certain I never check any box or provide any information that would conclude that I have a public pension.

Ran into the same problem helping my mother who couldn’t get TurboTax 2025 working on her M1 Mac. Intuit is not distributing a Universal Binary and instead distributing an Intel version only — at least that’s what we kept getting across different downloads. Her Mac had never run an Intel binary and so didn’t have Rosetta 2 installed and the installed app didn’t launch complaining of an installation error. Manually installing Rosetta 2 via the command line fixed the issue: softwareupdate --install-rosetta   Good luck if you have the same issue! Annoyed at Intuit for not dealing with this better, seems like a rookie software distribution mistake!

The goal is to move that income into the Gambling Winnings section so TurboTax "unlocks" the ability to apply your losses against it.     Delete the 1099-MISC entry: Remove it from the "1099-MISC" section. If you leave it there, the software won't let you offset it with losses. Report it as Gambling Winnings: Go to Wages & Income -> Less Common Income. Select Prizes, Awards, and Gambling Winnings. When asked if you received a W-2G, say No. Enter the description (e.g., "Drawing Win from 1099-MISC") and the amount. Enter the Losses: Immediately following that entry, TurboTax will ask for your Gambling Losses. Enter your losses there (limited to the amount of the win). Gambling losses are reported as itemized deductions. If you don't have enough deductions to itemize thus take the standard deduction, you won't be able to claim your losses.

I have Home & Business Desktop edition - and its different. To enter the IP PIN you have to go to Personal Tab, Other Tax Situations sub-tab, Other Return Info section, Identity Protection PIN and enter it there.  The software does not ask for it.   (Tax Year 2025)

Given a sufficiently complex software package like TurboTax, its architectural philosophy HAS TO follow a few "first principles" or "axioms", for example: 1 - The most intelligent component of a complex system is the human. Period. End of story. 2 - No software package can anticipate all real life situations 3 - Humans have to be trusted to resolve any real life scenario in the best way, using the software package as a tool 4 - The tool needs to detect as many data inconsistencies as it can, but only warn its users and allow them to make changes. It should never act on such inconsistencies on its own and should never forcefully bypass human decision making (see #1 and #2).         Remember HAL from "2001: A Space Odyssey"   Violating #4 leads to frustration, loss of human confidence in the software and loss of customers.  I have lots of gray hair to support this principle.

That is basically what I did, but I reduced column B by my HRA monthly funding, which also resulted in a zero PTC calculation.     I think I had read elsewhere the option to not include the 1095 form if I did not receive a APTC and was not wanting to calculate a PTC, so I do think that is an option, worst case they reject your return and you re-submit with the column B adjustment.   Again though, SHAME to TurboTax and Intuit for ignoring this issue for years.  I get it that changes mid tax season could be difficult, but this same issue has existed since at least 2022 I found posts talking about it.

In TurboTax 2025 for desktop, select File > New Tax Return.  Then click on the blue 'Browse' and locate your .tax2024 file in the browse window.  Double-click it and it should open in the 2025 progra... See more...
In TurboTax 2025 for desktop, select File > New Tax Return.  Then click on the blue 'Browse' and locate your .tax2024 file in the browse window.  Double-click it and it should open in the 2025 program.   You can then go to File > Password > Remove Password.   Otherwise, you could open your 2024 program, open your return, then go to File > Password > Remove Password, and Save the file to your desktop.  Then open the 2025 program and browse to the saved filed to transfer.   @higgz2
