Sounds like something got stuck. You can try these things:
Log Out Completely: Before doing anything else, click Sign Out in the TurboTax menu.
Clear Cache and Cookies: This removes old, "corrupted" data that might be confusing the website.
Use an Incognito (Private) Window: This is the most effective "quick fix" because it launches the browser without any saved history or extensions (like AdBlockers) that often interfere with tax forms.
Check Pop-up Blockers: TurboTax often opens forms (like the 1099 PDF) or payment windows in a separate pop-up. Look at the right side of your address bar for a small icon with a "red X"—click it and select "Always allow pop-ups from Intuit."
Restart the Browser: Close all open windows of your browser entirely and then reopen it.
Most TurboTax errors happen because the browser is trying to use an old "session" from a previous visit. By clearing the cache or using Incognito mode, you force the browser to establish a brand-new, secure connection with the Intuit servers.

If you are filing as Married Filing Separately you are not eligible for the deduction. If you are Single and your AGI is over $175,000 or Married Filing Jointly and your AGI is over $250,000 you are not eligible for the deduction.
If you are age 65 or older and meet the requirement, the additional deduction is automatically added on your federal tax return.
Standard deductions for 2025
Single - $15.750 add $2,000 if age 65 or older Married Filing Separately - $15,750 add $1,600 if age 65 or older Married Filing Jointly - $31,500 add $1,600 for each spouse age 65 or older Head of Household - $23,625 add $2,000 if age 65 or older
New Bonus Standard Deduction (OBBB): An additional $6,000 deduction for taxpayers 65 and older. This is per eligible individual, meaning a married couple both over 65 could get $12,000. Important: This bonus deduction is temporary, lasting from 2025 through 2028. Income limitations: It phases out for taxpayers with modified adjusted gross income over $75,000 for single filers and $150,000 for joint filers.
The amount is calculated on Schedule 1-A, Part V, with that amount flowing to Form 1040 Line 13b
Look at your Form 1040 -
You can view your Form 1040 plus Schedules 1, 2 and 3 at any time using the online editions. Click on Tax Tools on the left side of the online program screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.

Thank you, @MelindaS1. Your solution seems to work perfectly, despite some misdirection by the state tax authorities and the TurboTax program itself. It comes too late to be helpful for me this year, but I appreciate your efforts nevertheless. One remaining problem, although it's more in the nature of a misdirection than an actual error, is that for my PA return, TurboTax calculates an estimated amount for interest on U.S. government obligations on a "keep for your own records" form titled "Adjusted Dividend Income and Dividend Income Summary." This amount differs from the (correct) amount actually carried forward to my Pennsylvania income tax return via Schedule B of Form PA-40, so the actual return seems fine despite this misdirection. Also, given that the various state tax forms and TurboTax state programs approach this problem differently, maybe you can also have a look at part-year Massachusetts residents can address this issue (as reported by @rn__new_member_2026 and @newusernameagain).

TurboTax Desktop:
On the top right, there is a FORMS button.
Click on FORMS.
Locate the form you want to delete.
Click on the form name.
Below the form, bottom left, select DELETE FORM button.
Always use extreme caution when deleting information from your tax return. There could be unintended consequences.

Enter the amount from box 1 of the form 1099-R into box 16, state distribution, so you can file the tax return. The amount in box 16 does NOT flow to the state income tax return.

Since I had already paid, the program would not let me downgrade. My return is so simple that I would have been happy to clear all that I had done and start fresh. That was not offered.

We can't see your return, so you can try one of these options to hopefully "fix" your Form 2210(Underpayment of Estimated Tax by Individuals, Estates, and Trusts) issue.
Usually, this error is generated because:
You owed more than $1,000 at the end of the year.
You checked a box saying you had a "Reasonable Cause" for a waiver (like a disaster or retirement).
The software is now trying to generate a "Statement of Explanation" for a penalty that doesn't exist.
1). Delete the Form:
Open or continue your return.
Click on Tax Tools (left-hand column), then Click on Tools, and finally Click on Delete a form.
Look for Form 2210 (or "Underpayment Penalty"), and Click Delete next to that specific form and Confirm.
Run the "Federal Review" or "Check for Errors" again (the error should disappears because the program realizes you don't actually need the form.
2: You may have accidently checked a box asking to "Request a Waiver" or "Annualize your income."
Under Federal tab, find Other Tax Situations section, and Click on Revisit next to Underpayment Penalties.
As you proceed through the questions, the program will ask if you want to calculate the penalty or "Let the IRS figure it out.",
Choose "Let the IRS figure it out": If you truly owe $0, the IRS won't send you a bill; If you do owe a few dollars, they will calculate it exactly and send a notice. Selecting this option removes the requirement for you to file Form 2210..

To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2025 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return. Choose the option Include government and TurboTax worksheets
If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created. TurboTax does not store online any returns completed using the desktop editions.

Nothing about the information provided suggests that TurboTax would treat this as anything other than nontaxable income. If it's being included on Form 1040 line 5a but is not being included on line 5b, it's not being taxed. I don't think it's possible for TurboTax to treat a code-G Form 1099-R with $0 in box 2a as being taxable. Make sure that box 2a is not blank. it should contain a zero.

If you want to check the debit date you specified, look on the filing instructions for your return. It will tell you the debit date the IRS or State will deduct the payment. If you did not print them out you can view them using the following steps:
If you filed using TurboTax Online, the Electronic Filing Instructions page will give that info.
Here's how to view the PDF copy:
Sign in to TurboTax and open your return.
On the Tax Home screen, scroll to Your tax returns & documents and select Add a State (don't worry, you're not actually adding a state, this just gets you into the right area) to access your tax forms and worksheets.
In the menu, select Tax Tools, then Print Center.
On the TurboTax Print Center screen, select Print, save or preview this year’s return.
On the next TurboTax Print Center screen, select 2025 Federal return and Include government and TurboTax worksheets, then select View or print forms.
The information will be on the first page, Electronic Filing Instructions, for your 2025 Federal Tax Return, next to Balance Due/Refund.
TurboTax CD/Download
Go into Forms Mode by clicking on the Forms icon in the top right of the blue bar.
In the Forms in My Return list on the left, click Filing Inst. [It's usually toward the bottom of the list.] The form will appear on the right side of the screen.
You can view the form on the screen or you can print a copy by clicking the Print box at the bottom of the screen.
To return to the interview, click on the Step-By-Step icon in the top right of the blue bar.
