The limit is not $500 per non-cash donation, it is a total of $500 for all non-cash donations.  But I'm not sure why there would be a concern.  Turbotax will automatically prepare form 8283 if your non-cash donations are more than $500, you don't have to do anything extra.  And the requirement that you keep receipts and other documentation is exactly the same whether you donate more or less than $500 of total non-cash donations.   If your non-cash donations exceed $5000, you will definitely have additional requirements. 
@TaxNoob18 The IRS does not care about state tax entries on a W-2. Since there were no state taxes withheld in box 17, there is no reason to have information in boxes 15 and 16.

In TurboTax Desktop Deluxe, I am able to generate a Retirement income subtraction (credits restricted) on line 16 of the Wisconsin Schedule SB.   I am also able to generate a subtraction on line 6 of the Wisconsin form 1.   In the Wisconsin state income tax return, at the screen Retirement Benefits Adjustments, I make no entry.   At the screen Wisconsin Retirement Income Subtraction (Credit Restricted), I selected Yes.   At the screen Subtract Wisconsin Retirement Income, I selected Yes.   At the screen Here's the income that Wisconsin handles differently, it reports the Retirement Benefits Adjustment.   The Wisconsin Retirement Income Subtraction (credits restricted) on line 16 may be found here.   @mdschwartz 
Go back to MY INFO.  Click the dependent's name, and go through the screens again slowly and carefully.  Read each one top to bottom.  When it asks if he paid over half his own support,  choose NO.
Unfortunately, the software is not allowing it. I've tried several times and contacted the company to no avail. The system says that there is an option, but it doesn't work.

Try clicking Add a State.    You do not really have to add a state return but that trick will let you back in to the return so that you can make changes before you file the return.

On the TurboTax software, try this:   Open the file you are working on. Go back to the button on the left corner. Select “Direct Deposit to a new bank account”. You will see the information that’s different there. Clear the box and enter your routing number again and that should fix it.   If those steps doesn't fix the issue, contact us at:  Turbo Tax Customer Service

Where does it say that?  Turbotax won't normally know anything about that.   If you are assigned an identity protection PIN by the IRS (which might happen after identity theft), you can't e-file unless you include the IP PIN on your return.  You can add it on the page for "Other tax situations."   If you have already filed and you have a message from the IRS, Turbotax can't help you, that's between you and the IRS.

@kevinigreen    2)  Are you sure the are not included?  Did you look at line 5a of the Schedule A to see what's in that line?   Things to try: 2) Edit each 1099-R and w-2.   ...........Make sure the $$ withheld are in the correct state boxes .............Box 14 for the 1099-R .................Box 17 for the W-2 3)  Delete either the W-2, or the 1099-R entirely.  Then re-enter one of them manually and see if the state $$ show up.  If that works do the same to the other form.  DO NOT upload a Picture or a PDF file off either form....doing that can result in some massive errors.

Yes, that was the problem. Thank you. The browser needs for the Intuit website to have permission to connect to any device on the local network. This box appeared right after the TT message indicated that the data had been uploaded. Given that (I thought) the data had already uploaded, I blocked the permission. I had to go into the browser settings to provide permission for the Intuit website. A message on the TT upload screen indicating that permission would be necessary would have been helpful.    Thanks again.
Suggestions----Use a different computer or mobile device to prepare your tax return.   Key in your information by hand instead of trying to snap photos.

The form has been successfully released.    Try the following steps to enter your 1099-R   Go to Federal > Wages & Income > IRA, 401(k), Pension Plan Withdrawals (1099-R) and click Add/Edit. Select Add a 1099-R. Choose Change how I enter my form. When asked "How would you like to upload your 1099-R?", select Type it in myself. For the question "Who gave you a 1099-R?", click Financial institution or other provider and then Continue. Input the information for the 1099-R provider and proceed through the remaining interview questions. @user17708184657
