Yes. These are investment expenses.
The Tax Cuts and Jobs Act of 2017 has suspended the itemized miscellaneous deduction, so these expenses are no longer deductible.

The same thing happened to me as a VA resident who works in DC and the employer withheld taxes for DC. I have followed all the steps and requested a refund. How do I report this refund to VA to pay taxes on the income mistakenly withheld in DC. Would I need to complete a Virginia Estimated Income Tax Payment Voucher in this case? Thank you, David Williams

No, TurboTax does not have a payment plan for the software.
You can pay with your refund
You can pay with a credit card

How do I file an IRS tax extension?

I won money from another state in gambling winnings. It is documented on the out of state tax return, but then again in wages and salaries. How do I change the wages and salaries box to 0?

Yes, to you have any self-employment income or expenses
Enter the type of self-employment work you do and you can select that you use your name for your business
Click through a few more screens and you will get to a screen that says "Your XX info"
Click Looks good
Then you will come to a screen that says Let's enter the income for your business. It will give you the option of 1099-NEC or Other self-employed income including the 1099K , cash and checks. Here is where you will enter the money you receive.
If you do not select one, it will not let you enter your income
Enter your self-employment income on the next screen
Continue and on the next screen click add expenses
This income will be reported on Schedule C which is part of your overall tax return. This also means you will be subject to SE Tax. If you did not pay SE Taxes in 2024, and if you plan to do this again in 2025, it may be a good idea to make quarterly estimated payments to cover your SE taxes of 15.3% and avoid penalties.

Q. TT is treating my last semester scholarship from 1098-T as unearned income and shouldn't.
A. Taxable scholarship is unearned income.*
Q. TT has started form 8615 for this reason and I can't delete it. What am I doing wrong?
A. If you are under 24, and were a full time student for parts of 5 months (you were) and more than half you support, for the year, did not come from your earned income, you are subject to the kiddie tax, even if you cannot be claimed as a dependent. What you are doing "wrong" (and it may not be wrong) is answering the personal info questions so that you fit in that category.
*Scholarships are a hybrid between earned and unearned income. It is earned income for purposes of the $14,600 filing requirement (2024) and the dependent standard deduction calculation (earned income + $450). It is not earned income for the kiddie tax and other purposes (e.g. EIC). For grad students and post grad fellows, scholarship, stipend and fellowship income is earned income ("compensation") for IRA contributions.
Taxable scholarship goes on line 8r of Schedule 1, from which TT treats it as hybrid income
