IRS Individual Online Account
Taxpayers with a Social Security number or an Individual Taxpayer Identification Number can create or access their IRS Individual Online Account to get information they need to file their return.
With an IRS Individual Online Account, people can:
View balance owed, payment history and schedule payments.
Cancel scheduled payments.
Get transcripts.
View or create payment plans.
See digital copies of some IRS notices.
View key data from their most recently filed tax return, including adjusted gross income.
Validate bank accounts and save multiple accounts, eliminating the need to re-enter bank account information every time they make a payment.
View, approve and electronically sign power of attorney and tax information authorizations from their tax professional.

That may be the reason. Did you efile the original return? You can only efile an amendment if the original return was efiled.

Yes. You will need to file a return. The IL exemption allowance is $2,775 for 2024. Since you made more than that you will need to file a 2024 NR Illinois return. You will ONLY include the income you earned from IL on the return. When you walk through the state questions you will be able to remove the FL income so you are not taxed on that $1,000 only the $9,000.

I ran the same test as both of you and you are correct - the system does not allow an exception to the Bona Fide Residence or Physical Presence Tests for someone who was in a combat zone as the tax law allows.
To get the ball rolling for the TurboTax developers it would be really helpful if we had a diagnostic copy of your return to submit along with our note and request. Please go to 'Online' in the upper left corner of your TurboTax program and select 'Send Tax File to Agent'. This will generate a copy of your tax return with all of the personal information removed. You'll get a six digit code and if you share it here it will help us out.
After you've shared that I have the workaround so that you can file. It's not great but it will get the job done. The other option is to wait and see if the developers update the 2024 program. They might not - this may be a fix they add to 2025.
In order to file the exclusion you'll have to first make sure that you have the income set to exactly what you earned in the combat zone. That means that you classify the W2 that you received as containing foreign earned income. When you go to the foreign earned income section there is a screen that allows you to adjust the amount of foreign earned income from that W2. You need to enter a negative number in the box provided to remove any income that wasn't earned in a combat zone that was on that W2. That way the total foreign earned income should match what was actually earned. Then you need to span the dates the way that @pk did above. Get all the way to 329 days so that it's not enough to meet the physical presence test but it is enough to exclude all of the income. That will bring up the waiver. In the waiver explanation you need to enter the dates that you were actually in the combat zone as well as the explanation that it was a combat zone. Then continue through.
This should get the amount of income excluded on the 2555 to the correct level, include the explanation with the correct dates and allow you to efile the return. Obviously, it's not perfect but it will get the job done while the program gets fixed.

My Virginia Form 760 return requires entry of my resident driver's license information on that form. In the Forms View of Desktop Turbotax, The Virgina Individual "Info Worksheet" does not allow entry of the driver's license number in Part 1 Personal Information; it shows that the number comes from page 4 of the Form 1040 Individual "Info Wks" where it is entered, but it is not appearing on and printing out on the VA Form 760 for filing. The Issue Date of the VA driver's license must be entered manually in the Forms View of the Virginia Individual "Info Worksheet"; it does appear on Virginia Form 760 when printed. How do I get the Virginia driver's license number to print and appear on VA Form 760?

This 'error' is generated when the Form 1116 is not required to be included as part of your return in order to claim the foreign tax credit.
For example, if your only foreign income is from dividends reported on Form 1099-DIV and the foreign tax paid was also reported on the Form 1099-DIV. In this case, the foreign tax credit can be claimed without filing the actual Form 1116.
If you are using a desktop version of TurboTax and you look at the Form 1116 in Forms Mode, you can see that next to the error condition being flagged for line 35, there is a note that says DO NOT FILE FORM (SEE HELP). The help message is as follows:

If there is a description to the left of the amount on line 35 indicating that this form should not be filed, the information you have entered on your return indicates that you are eligible to claim the foreign tax credit WITHOUT attaching Form 1116 to the return. See Rules for Form 1116 and how the program determines whether or not Form 1116 needs to be attached to the return for more information. If the program determines that you are qualified to claim the credit without completing Form 1116, the full amount of current year foreign taxes will flow to Schedule 3, line 48 (limited to the amount of tax remaining). If you want (or NEED) to complete and file Form 1116 anyway, check the box in the Other Information for Your Tax Return section of the federal Information Worksheet. You will then need to complete Form 1116. Note: If you are not required to file Form 1116 but have previously linked your Form 1099-INT and/or 1099-DIV to the Form 1116, you should disregard any calculations on Form 1116 except for the entry on line 35. This is the correct amount of foreign tax you may claim and which will be entered on Form 1040.
If you do not need to or want to include Form 1116 as part of your return, go to the foreign tax section of your return and check the box that you have entered all of your foreign taxes paid by including the information on 1099-DIV, 1099-INT, 1099-OID, or schedule K-1. Then follow the remaining questions to complete the foreign tax credit.
