Illinois has a separate form (form IL-4644) that needs to be filled out to cover the appreciation in value of employer securities.
There isn't an extra tax break. In fact this form will make TurboTax require you to mail the return.
Here is a more detailed thread on the IL-4644. There is some discussion as to whether the form applies to RSUs (although I believe that it does).

First LOG OUT of whatever TurboTax account you're logged into right now. Then use this TurboTax account recovery website to get a list of user ID's for an email address. It's common and normal and expected for the IRS to adjust the penalty and bill you for more or send you a refund. You can save your return with another name to test in. Go up to File-Save As. Then you can fill out the 2210 worksheet. It's under.... Federal tab or Personal (for Home & Business Desktop) Other Tax Situations Additional Tax Payments Underpayment Penalties - Click the Start or update button If you have the desktop program you can switch to Forms Mode (click forms in the upper right (left for Mac)) and open the 2210 form. If the 2210 doesn't show up in the left column, click on Open Forms at the top of the left column. Type 2210 in the search box and open the 2210 form.

No---you tell the software you do not have any W-2's and enter your retirement income in the correct area for retirement income.
If you received Social Security benefits:
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
If you received a pension:
To enter your retirement income, Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.

agi is only one of several verification methods. this is from Illinos

Are you using the Windows or Mac version? I can speak to the Windows version. The best scenario would be that the file shortcut (rectangular icon) just became dissociated from the TurboTax interface. If that's the case, then after launching TurboTax and arriving at the main landing screen, go to the top TurboTax menubar, and in the left corner of the program's menu bar click the FILE menu and in the dropdown menu choose OPEN TAX RETURN. Then it shows you a file directory in Explorer. The *.tax2024 data file is usually in the default location, which is the Documents\TurboTax folder, but it could be wherever you chose to save it. If you can't find it, do a full system search for any file ending in *.tax2024 file extension.
That should open the 2024 return so you can work on it. When you finish your session and save your work, it should once again place a rectangular shortcut icon inside the TurboTax interface for easy opening of the return session the next time.
It's probably done similarly in a Mac, but the menu and search method may be a bit different.
Now, if you can't find a *.tax2024 data file at all--i.e., if the file appears to be missing entirely from your computer--then that's a bigger problem.

You can verify the tax payment or federal refund method you chose on the Electronic Filing Instructions for your 2024 Federal Tax Return page, next to Balance Due/Refund. If the payment was set up, sometimes it takes a few days for the payments to go through.
To verify your payment, follow these instructions:
Sign in to TurboTax and open your return.
On the Tax Home screen, scroll to Your tax returns & documents and select Add a State (don't worry, you're not actually adding a state, this just gets you into the right area) to access your tax forms and worksheets.
In the menu, select Tax Tools, then Print Center.
On the TurboTax Print Center screen, select Print, save or preview this year’s return.
On the next TurboTax Print Center screen, select 2024 Federal return and Include government and TurboTax worksheets, then select View or print forms.
The information will be on the first page, Electronic Filing Instructions for your 2024 Federal Tax Return, next to Balance Due/Refund.

That is not a basis difference. A basis difference is a difference in the value of the stocks or other items that you might have sold. This is just a difference in the capital loss carryforward to next year. TurboTax should track it for you both on the federal and the state.

the estimate tax penalty on line 38 is just that an estimate. (don't know if there was a bug in Turbotax) Sometimes the info the IRS has like estimated tax payment dates will differ from what the taxpayer has entered then line 38 is can be too high or too low.
you do have options
1) pay it and do nothing else.
the following options would be to see if you can lower the penalty
2) use the annualized income installment method
3) if you had withholding use actual withholding for 1/1-4/15, 4/16 -6/15 and 6/16-9/15 and 9/16-12/31
4) both 2 and 3.
I'm not sure how you can check the IRS calculation vs the one Turbotax did. however, since you are using desktop you can see Turbotax calculations by using the search box for form 2210. Forms>open form>2210. then double click on the form to open it.
