Investment expenses are no longer deductible as an itemized deduction on your federal return but may be deductible on your state return. This deduction has been suspended by the Tax Cuts and Jobs Act of 2018.
Your investment expenses can be entered as a miscellaneous itemized deduction on your Schedule A which will flow to your state return if your state doesn't conform with The Tax Cuts and Jobs Act of 2018.
Follow the instructions below:
Open TurboTax
Select Deductions & Credits
Scroll down to Other Deductions & Credits
Select Other Deductible Expenses
Select Yes to Did you have any of these less common expenses?
Enter the Description "Investment expenses" and the amount
If your state doesn't conform with Federal, you will see the deduction on your state return.
Refer to the TurboTax article Tax Tips for Investors for more information.

The tax return is considered "filed" when it is postmarked, not when it is received. While I can't find any information on New Jersey, specifically, I imagine they follow the same rules as the IRS which allows a few days for taxpayers to get a mailed return postmarked after an e-file rejection before it is counted as "late". However, you're correct - filing the extension buys some protection and is a good idea to cover your bases.

It would be Form 1040. You are paying taxes for your Form 1040, US Individual Income Tax Return.

When you are entering income on a joint return, every income entry screen will either have a spot with both spouse’s names there, or when you click to enter a W-2, 1099R, etc. it will ask you by name which spouse it is for. You do not have to wait for the software to “ask” you for your spouse’s income. Go to the screens to enter your spouse’s W-2’s, 1099’s, etc. just like you did for your own income. Then look for your spouse’s name there.
You will go to the same screen you used when you entered your own 1099R and click Add 1099R and then watch for your spouse's name to enter his.
To enter your retirement income, Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.

I am not filing '23 taxes. This is in regard to my federal return I received last year, for the year 2023. The state of Iowa taxes our federal return from the prior year, since they didn't get a chance to during that tax cycle. I know it's slightly confusing. @Amysteria

It seems part of your wife's Traditional IRA contribution was nondeductible and therefore she has a basis carryover (line 3 of the IRA Information Worksheet). Does your wife have a 2024 8606 included on your return? Did you get a warning during the IRA contribution that part of your wife's Traditional IRA contribution cannot be deducted?

I filed my taxes and it dawned on me that I entered my retirement plan contributions (a defined benefit plan, NOT a 401k) as traditional IRA contributions. How do I amend this?

Make sure that you answered "No" to the question "Did you overfund your HSA in 2023?" if you corrected it timely (prior to the filing of your 2023 tax return, April 15, 2024).
To revisit your HSA screen in TurboTax to make sure your excess HSA contribution was not due to an entry error, you can:
Click on the search icon in the upper right corner of your TurboTax screen
Type "HSA" in the search box
Click on the link "Jump to HSA"
Answer the questions until you get to the screen "Let's enter your HSA Contribution"
Make sure you did not accidently enter an amount on this screen that was already reported in Box 12 of your Form W-2. This will double your total contribution amount.
Continue through your TurboTax screens and make sure all questions were correctly answered.
As per the above, if you removed the excess contribution from 2023 or did not have one answer "No" to "Did you overfund your HSA in 2023?"
Your TurboTax screens will look something like this:
Click here for "Why am I showing an excess HSA contribution?"
Click here for "What is a health savings account (HSA)?
