Contact DRS - CT.gov This gives you options for phone, email and in person contact. You need to contact CT to determine why they withheld part of your refund. It could have been an offset.

My husband received a 1099-B for the sale of Incentive Units (I think they are similar to RSUs). In the beginning of the sales info section of the 1099-B, it asks "what type of investment did you sell?" and has stock (non-employee), cryptocurrency, mutual fund/index fund/ETF, bond, or options as possible answers. Would the sale of Incentive Units be classified as an option? I think that's the correct answer since employee "stock" is not an answer. Thank you!

Is she your dependent?
MY DEPENDENT HAD A JOB
If your dependent has a W-2 for his after-school job, summer job, etc. you do not include the information on your own return. You can still claim your child as a dependent on your own return. He/she can file his own return for a refund of some of his withheld wages from boxes 2 or 17 (he won’t get back anything for Social Security or Medicare), but MUST indicate on it that he can be claimed as a dependent on someone else’s return. (Supervise this closely or prepare it for him!)
If your dependent’s earnings were over $400 and were reported on a 1099Misc or 1099NEC then he must file a return and pay self-employment tax for Social Security and Medicare.

It sounds like his 1095-A may be incorrect, if he did pay ACA premiums throughout the year and had less income than last year.
If you believe that you entered his 1095-A correctly into TurboTax (with the SLCSP amount in Column B) you could reach out to the Marketplace to verify the correct amounts for the 1095-A.
If you're using TurboTax Online, be sure to clear your Cache and Cookies first.

Why would you want to do that? That will not get you around the IRS five federal e-file limit. And you cannot download three versions of the desktop software to the same computer. Any version of the desktop software can be used to prepare and e-file up to five federal returns and the state returns that go with them (state e-file fee is extra). If you have more than five returns to fill the extra ones can be filed by mail. You do not need three licenses; it would just be a waste of money.

Follow these steps:
First - Save a copy of your original file by downloading or printing a copy for your records.
Second - You will need to file an amended return with federal. If you file state taxes, amend your state as well. See How do I amend my federal tax return for this year? and I need to amend my state return.
Third - Enter the income.
Income code 15 is retirement income. Exemption code 15 is not subject to withholding. This means you only have income to enter and no foreign tax paid on it.
For a Code 15, you will report this income in the Retirement Income section using a Substitute 1099 R.
Select Federal Taxes
Select Show More at Retirement Income
Select Start or Update at IRA, 401k, Pension Plan
Check Yes when asked if you had this type of income
Check I'll Type It Myself
When asked for EIN /TIN enter 99-9999900.
Fourth - Be sure to enter the amount of refund already received as you go through the program. See it on line 18 of the 1040x.
Fifth - E-file federal and state, if possible. See Can I e-file my amended state return?
If you must mail your state, be sure to sign and date. Mail with tracking and no signature required.
Sixth - make any payments due online. For the federal, Payments for your state check here.
