I am a first time turbo tax customer. What do I enter into the field that says: Payments and withholdings? When I click the ? - a blank box comes up. Note: Clicking other question marks on this page, I do get helpful tips, but not with this one. I do have a 1099-G and I know what to enter for Amount of Refund. I do not know how to complete Payments and Withholdings I have circled the field where I need help. The arrow shows where I click and got the blank pop-up. as you can see there are no tips or instructions - just a blank pop-up box

Questions take me to 'Country of Residence', Date Taxes Paid', and 'Foreign Taxes Were Paid or Accrued', and then the next page is 'Carryovers or Carrybacks' and when I click on 'No', the system takes me to the 'Your Tax Breaks' page without ever letting me input any foreign taxes paid numbers.

If your return has been transmitted and rejected by the IRS, you can correct your tax return and re-transmit.
If your return has been transmitted and accepted by the IRS, you will have to amend your Federal 1040 tax return. However, before amending your tax return, do not enter the return and do not make any changes.
If your return has been transmitted and accepted by the IRS, you will not be able to electronically file a second tax return with another service.
Amended tax returns will not be available before the middle of February. See forms availability here.
If you used TurboTax Online, log in to your account and select Amend a return that was filed and accepted.
If you used the CD/download product, sign back into your return and select Amend a filed return.
To remove a dependent, click on My Info down the left side of the screen. Then click the trashcan Delete icon to the right of the dependent that needs to be removed.

If you are sure that you have satisfied all RMD requirements, then in TurboTax, on the form 1099-R for RMD withdrawal, answer that The entire distribution was an RMD then on the following page, to the question What is the RMD for your account? enter the amount of the distribution from that IRA account.
An IRA owner must calculate the RMD separately for each IRA that he or she owns, but can withdraw the total amount from one or more of the IRAs.
By doing this, you are telling TurboTax that all RMDs are satisfied and TurboTax will not calculate any penalty. The information you entered in TurboTax is to enable TurboTax to calculate any penalty where applicable, and is not reported to the IRS.

For a direct rollover of a distribution from a designated Roth account to a Roth IRA, enter the amount rolled over in box 1 and 0 (zero) in box 2a. Use Code H in box 7. For all other distributions from a designated Roth account, use Code B in box 7, unless Code E applies. If the direct rollover is from one designated Roth account to another designated Roth account, also enter Code G in box 7.

You would enter $1,600 when asked for reimbursements that you received from your medical insurance company. I'm not sure from your question if there are two questions, one for reimbursements for out of pocket expenses and another for reimbursements from your insurance company. But it is less important in which section you enter the reimbursements, as long as you enter them.
