@MNSE_gal , if the amount shown in box 2a of the code-JP Form 1099-R was not reported on your 2024 tax return, you need to amend your 2024 tax return.   With code J instead of code JP, if the 2024 tax return did not report the excess contribution on Form 5329, one needs to submit a substitute 2025 Form 1099-R (Form 4852) to show that this constitutes a return of the excess contribution before the due date of your 2024 tax return.   If the 2024 tax return did not report the excess contribution on Form 5329 and one simply report the code-J Form 1099-R as received, one would need to amend your 2024 tax return to pay the 6% excess-contribution penalty.
I've entered all information correctly on my 1099R but turbo tax is questioning the state tax withholding

Did he receive the premium tax credit? I am assuming he is not a green card holder.  If he is a non-resident alien, then he would need to file a 1040NR if he has a filing requirement.  TurboTax does not handle the 1040 NR but sprintax.com does.  He would need to file if he did receive the Premium Tax Credit as he would not be eligible for it and would need to pay it back.  In order to qualify for the Premium Tax Credit, you must be a US Citizen, or Resident Alien.

A "review" is not an audit.      MY RETURN IS UNDER REVIEW The IRS is getting more and more vigilant to prevent identity theft and fraud.   People who file very early in the season are sometimes scrutinized more.  Do not take it personally.   TurboTax does not get any information from the IRS after they accept your return, so no one at TT knows that your refund is delayed or why.  All you can do is wait for the IRS to finish processing your return.  Watch the refund site.  If the IRS wants more information from you they will request it. If they want you to verify your identity, you must follow the IRS’s instructions in order to do that.   In many cases they will send you a letter—and you will have to wait for that letter.     Did the IRS send a letter that you do not understand?   TurboTax does not receive any information from the IRS or your state after your return was filed, so no one at TurboTax knows about a letter you received from the IRS or the state.   https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-audit/turbotax-audit-support/L6AcMoNFD_US_en_US?uid=m5z7by9u     https://intuit.taxaudit.com/audit-defense/help/contact     https://ttlc.intuit.com/turbotax-support/en-us/help-article/internal-revenue-service/got-cp2000-notice-irs/L7Da6em2t_US_en_US?uid=m4of6ngd
