Someone is ripping them off

An uncle promised us the money for several years of Incontax and he has never given it to us, it is a scam for both you and my family, his name is [PII removed], and years ago he promised us 5,000 pesos a month and He never gave them to us. He did everything through our birth certificate, he put us as if we were his children.

see a lawyer because this really does not appear  to be entirely an income tax question.  if you think he's cheating on his US income taxes, report him to the IRS.
