Double check your W-2 Box 14 entries. You should have two rows—one for California SDI tax and another for California VPDI tax.
Also make sure you have two different Box 14 Category codes.
To get back to your W-2:
and those two entries do indeed add up to more than the maximum allowed.
I have a similar problem in box 14 on the W-2 list:

Together they both greater than the $1539.58 maximum for 2021. How do I fix this do-loop as turbotax will not go any further in transmitting the return? This W-2 was downloaded from ADP via turbotax.
SDI is your California state disability insurance tax withheld and VPDI is voluntary plan disability insurance tax withheld. The maximum that should have been withheld is $1,539.58, but your total is more than that. You need to reduce the amount entered on your W-2 to comply with the $1,539.58 total. It won't affect your income tax return. You need to talk to your employer if you want to have the excess refunded to you.

I am facing the same issue . There are 2 entries in my W2's 14 column :
CASDI 1539.58 CA VDI 18.95 , which is > $1539.58 in combine. Turbo tax is not letting me do e-filing of the taxes. Can TT fix this bug in their platform please ? Or any other recommendation to go over this ?

This will not affect your return. TurboTax is just alerting you that your SDI (California state disability insurance tax withheld and VPDI is voluntary plan disability insurance tax withheld) is more than the maximum amount allowed. None of these solutions are working to allow me to file CA taxes electronically. It keeps coming to this same error and will not allow me to file (which I've already paid for)!!
I am filing jointly and no matter what amount I enter (based on what I think is correct) it will not accept it.

If you reduced it to the maximum amount allowed for box 14, it should allow for the e-file. You will notice it will not affect either your refund or liability amount.
The $25 state fee is for the tax program and not the ability to e-file the return.
I'm sorry. That is absolutely incorrect. When I went back into the program yesterday, it prompted me to 'pay again'!!! Only when I attempted to file did it ask for payment!!
Again no matter what amount I out into that box, it will not accept it. I've been in CA all of my life and used TurboTax for the last 10 years...never ran into this issue.
Back of the program box...Include 1 State via download (print free or e-file for an additional fee). If your program isn't allowing me to e-fila (after I've already paid), you need to refund my $25.00.

Turbox Tax is saying I can't e-file because on my W-2 Box 14 shows over the $1601.60 CA max for CASDI/VPDI. The two individual amounts in those field are correct and were autofilled from my actual W-2. Is the TurboTax description correct and the 1601.60 truly the 2022 max allowed? My two amounts=1642.19 (CASDI-112.16, VPDI 1530.03).
Yes. The California State Disability Contribution Rates maximum amount for 2022 is $1,601.60. My advice is to use the combined total correct amount and then apply for a refund using the information below. Two employers would have no way of knowing how much was paid by the other employer and therefore it is quite common to have an overpayment.
If you use the link provided it will show maximum wages and contribution rates. You can apply to the CA Employment Development Department (EDD) for a refund using the form below which includes the instructions. You must have worked for two or more employers.
I did not work for more than 1 employer for 2022. But the amount in Box 14 was over the max amount. So what are my options? Adjust the amount in Box 14 to make it the max amount allowed and then contact my employer if I want the amount refunded to me? Will adjusting the amount impact me in any way?
