IRS Charges Penalty after S-Corp Extension Filing

I filed Form 7004 for an extension on S-Corp tax return, and it was postmarked March 15th by USPS Certified Mail. IRS received it on March 17th. S-Corp had no tax due. I still received a CP162A stating we didn't file on time. I have called the IRS number provided in the notice over 100 times in the last two weeks. What should I do?
