That is a bad link.   That stuff at the end of your URL causes a problem (at least for me).   Here is a working link which doesn't have an issue when going to this page first:

It may be the " that you put at the end causing the problem.   In any case, the link I provided also allows for info and FAQs about Direct Pay.

No one knows yet what all is going on or what will happen.  Since it's a generalized problem, you could probably get the IRS to forgive it by explaining the TurboTax issue, or TurboTax may inform them of the issue proactively.  In any case, in a worst case scenario, a late payment penalty of 0.5% can't amount to much, unless the tax bill is  high.  But due to the glitch, I would doubt people would ultimately be liable for it.

TurboTax has just revised the FAQ on this issue, telling people to use 4/16, and if they are charged any interest/penalty, TurboTax will stand by it under the Accuracy Guarantee.
