I am using TurboTax Business to file an Estate Return 1041. I have only one item to enter on the return, Dad's Georgia 1099-G Box 2 refund from last year. I have asked the help in TT Business and it says for me to search for 1099-G and then press "skip to form" on the list of results.
TTB help says:Important: If your 1099-G shows an amount in Box 1, click or tap here for alternate instructions, as the steps below won't work. Otherwise, if your 1099-G has amounts in Box 2, follow these instructions:
NONE OF THE FOLLOWING HAPPENS OR I CANNOT FIND IT; PLEASE HELP!:
With your return open in TurboTax, search for 1099–G (Cannot find where or how to search, the help only gives me this choice) (don't forget the dash!) and then select the "jump to" (Never see this anywhere) link at the top of your search results. This will take you to Did you have any of these types of income? Answer Yes. On the following screen, check the first box State or local income tax refunds and continue. Answer Yes to Did you get a state or local tax refund? You should end up on the Tell us about your refund screen. Below are some tips for filling out the entry fields on this screen.

Is there a reason you are not entering this under Other income or loss (Federal Taxes tab>>Income) in the program?
Click the Start (or Update) button to the right and then enter a description and amount on the following screen (see screenshot below).
EDIT: I re-read your question and it appears as if you were following instructions for a TurboTax personal tax prep product, so that would be inapplicable to the Business edition - sorry about the confusion.
