The IRS issued three stimulus payments (two in 2020 and one in 2021). It's too late to claim the Recovery Rebate Credit for 2020 and 2021. The IRS began issuing payments to eligible people who didn't claim the Recovery Rebate Credit on their 2021 tax returns, so you don't need to do anything to get these payments.
Review the IRS website Recovery Rebate Credit for more information.
The only federal stimulus check you might be eligible for could be the third EIP payment from 2021. There have been no federal stimulus checks since 2021. If no one could claim you as a dependent for 2021, you can file a 2021 tax return by April 15, 2025 to use the recovery rebate credit and seek the $1400 credit.
You do not mention whether you have taxable income to enter for tax years 2021, 2022 or 2023----only that you have not filed tax returns.
Each tax year has to be filed separately using the forms for the specific tax year. They cannot be combined in any way--do not even put them in the same envelope when you mail them. Software for past years is available back to 2021.
You cannot change the tax year. The current online program is for 2024 only. Only a 2024 return can be prepared online and only a 2024 return can be e-filed.
Online preparation and e-filing for 2021, 2022, and 2023 is permanently closed.
Note: The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac. It cannot be used on a mobile device.
To file a return for a prior tax year
If you need to prepare a return for 2021, 2022, or 2023 you can purchase and download desktop software to do it, then print, sign, and mail the return(s)
https://turbotax.intuit.com/personal-taxes/past-years-products/
You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.
Remember to prepare your state return as well—if you live in a state that has a state income tax.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.

There are no stiulus payments for tax years 2022 and 2023.
If you were not a dependent on someone's 2021 tax return you will be eligible for EIP3 stimulus payment of $1,400.
First check your IRS tax account to make sure the IRS did not already send the payment to you - https://www.irs.gov/payments/online-account-for-individuals
If the payment was never sent then you will have to complete and file a 2021 tax return, completing the Recovery Rebate Credit section of the return. This has to be done on or before April 15, 2025 or the stimulus payment will be forfeited.
To complete and file a 2021 tax return using TurboTax you would need to purchase, download and install on a personal computer one of the 2021 desktop editions from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/
A 2021 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.
