how do i handle box 17 with two different numbers?

Well...it depends on what form you are entering...since box 17 refers to different things on different forms.

If on a W-2, and you have two different state withholding amounts?

Then you enter the first state info and it's withholding.

Then either the tax software will create a new set of boxes for the second state....or you click on a link below the first set of boxes to add another set of state boxes to enter the second state's data for withholding.
