My daughter has a 1098-t in her name but my husband claim her. Should we add the 1098 to our taxes? She has no income.

Yes, add it to the husband's income tax return. Per IRS, only the person who claimed the dependent can claim a credit for their qualified education expenses (1098-T). 

To enter form 1098-T and qualified education expenses, click How do I enter Form 1098-T?
