If your federal refund is not enough to cover the fees AND the extra refund processing fee of $39.99 ($44.99 ind CA) that pays the third party bank that extracts your fees and sends the rest of the refund to you, you cannot choose that option. You have to pay upfront using a credit or debit card.

by the way you can no longer e-file.

Because you cannot efile any longer the pay with refund option is no longer available.
