I'm having the exact issue as others have noted here with my NJ return. Filed on 2/8/22 and received notice earlier today, 2/9/22 that the return was accepted by NJ. TurboTax is showing online that I can't print said return and it's "preview only" though. How could the state possibly have accepted the return if "all tax forms" are not available. Even looking at the schedule for NJ noting a number of forms not available until 2/17/22, I haven't filed any of those, most of which being for Business Income or Estimated Taxes...
I've printed the full Federal and State returns immediately at time of e-filing for the last several years, and filed even earlier last year so it isn't a new pandemic issue.

I am having the same problem with Alabama state forms. When I check the Turbo Tax list of available forms for the state, it indicates most forms are available, however, so I don't even know which ones are not ready. Is there any way to encourage these states to get them submitted for use?
I had a TurboTax rep on the phone about 30 minutes ago. She explained that, just because the forms list indicates the documents are available, that may not be the case. As far as New Jersey forms go, she noted that there were many forms out there that still need to be updated and should be ready by February 17. She requested I wait until then and try again, at that time or shortly after, to print my documents.
This is very frustrating...especially if you need forms for Social Security/Medicare/etc. I remarked that I was having trouble wrapping my head around the fact that my returns were submitted and accepted by both Fed and State BUT she noted that, even though they were accepted, it does not necessarily mean that all documents were ready.
I'm still scratching my head over this BUT I will wait until 2/17/22 and try to keep the faith until then.
To make it more interesting, I went ahead and reloaded/updated TurboTax this morning via my CD and an error message came up. I'm not feeling really comfortable about this but we shall see.

I have the same problem with NJ state taxes. When I go to the availability of forms, all forms are available except the more unusual ones (e.g., non-resident, business, etc.). All the plain vanilla forms are available, yet I can't print. Also, when I click on email me when forms are available, I get a "thank you" but an error message "Unable to load messageid No forms or products have been specified. Please close the window and try again. for en_US. Can you help? Thanks.

yea,it used to say form would be available 2/10/2022 now it says 2/11/2022, probably 2/12/2021 tomorrow.

You can view the State Tax Summary using the online editions
Click on Tax Tools on the left side of the online program screen. Click on Tools. Click on View Tax Summary
Click on the State Summary on the left side of the screen.
If you want to view the complete federal and state tax return you will have to pay the TurboTax account fees.
To pay the TurboTax online account fees by credit card, without completing the 2021 return at this time, click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return. On the next page, to pay by credit card, click Pay Now. The next screen will show a review of your Fees, click on Continue. Complete the next screen to pay by credit card and click Continue.
No other tax preparation program is going to give a complete PDF of your tax returns without requiring you to pay their account fees.
Many thanks for the reply. As of February 11th, the ultimate Maryland forms finally became available. I noticed other states won't be ready until Feb 17th or so.
My suggestion would be to customize the print error message that is dependent upon the state and the deadline set by those states, so filers will know when to revisit their return to print their state returns. The greatest moment in doing taxes is knowing you are done until the next year, and when we encounter this print error we get robbed of that thrill 🙂
I can’t print my NJ state return, I called TurboTax yesterday they said I “probably” had to wait until the return was accepted by the State, I got email today saying return was accepted. Tried printing and it wasn’t available to print. Called TurboTax again and the guy said to give it a few days and try again. I really believe TurboTax has a problem because everyone is having problems printing State returns in this forum.
