The IRS is seriously behind in processing 2020 tax returns. This is due to many factors, such as the pandemic, completing processing of millions of 2019 tax returns, stimulus payments, unemployment compensation exclusion tax refunds., changes in the tax code by Congress in the middle of the 2020 tax season and the like.
Millions of taxpayers have not yet received there federal tax refunds.

As of July 24, 2021, we had 14.7 million unprocessed individual returns. Unprocessed individual returns include tax year 2020 returns such as those requiring correction to the Recovery Rebate Credit amount or validation of 2019 income used to figure the Earned Income Tax Credit (EITC) and Additional Child Tax Credit (ACTC). This work does not require us to correspond with taxpayers but does require special handling by an IRS employee so, in these instances, it is taking the IRS more than 21 days to issue any related refund and in some cases this work could take 90 to 120 days. If, as a result, a correction is made to any RRC, EITC or ACTC claimed on the return, the IRS will send taxpayers an explanation. What you should do: In most instances, no further action is needed but you may check Where’s my refund or you can view your account. If you filed electronically and received an acknowledgement, you do not need to take any further action other than promptly responding to any requests for information. If you filed on paper, check Where’s my refund? If it tells you we have received your return or are processing or reviewing it, we are processing your return, but it may be under review. We’re working hard to get through the backlog. Please don’t file a second tax return or contact the IRS about the status of your return.

I understand that they’re behind, but I had my TT Fees taken from my federal refund. How can the fees be paid if I haven’t received my refund??

When your file your tax return successfully and you choose to pay your fees from your Federal refund, the TurboTax program considers the fee paid, even though the federal refund has not been released yet. This is why you see "Payment Completed".
Once your return has been accepted (received) by the government, they take over the refund status update duties, since they hold the purse strings. The status in TurboTax will remain as "accepted."
Check the IRS Where's My Refund site for the latest word on your federal tax refund, and your state government's refund lookup service for your state’s status.

Were you having the refund direct deposited to your bank account directly ?
If the IRS has actually sent the funds, the IRS FAQ page says to allow "up to 5 days" due to variations in bank processing procedures and times.
If so did you enter the correct routing & account number for an ACH transfer ? Here is how you can see your deposit information:
Your direct deposit information will be at the bottom of your Form 1040.
To view your 1040 after filing, Sign into TurboTax > Taxes > Tax Timeline > Some other things you can do > Download/print (.pdf).

If so the refund needs to go from the IRS to the third party bank to the card. This process can take up to 3 business days or more.

That doesn’t make sense, here’s why: Last week I received an email from TT demanding payment for services rendered, to the tune of $270. It was to be drawn on July 28th. I don’t have that much in my account, so they couldn’t have been paid from my account(and of course I haven’t received my refund).
What doesn't make sense? If the IRS is taking too long to send your refund or reduces it see.....

Then when the IRS does send your refund they won't take the fees out again.

You should have received about 4 emails asking for the fees. If you don't pay they will debit your account. You had to agree to it. Check your spam folder for emails.
They might keep trying to debit your bank account.

Their emails have ceased, they are not making more attempts, and is showing completed. I promise I’m not making this up.
They send 4 warning email alerts over the course of 3 weeks telling you how to pay or who to call for an extension of time to pay.
I'm sorry, but this is a user community forum--not a direct route to TurboTax Support. Unfortunately, no one can help you with anything account-specific in this forum. You need to speak to the folks at TurboTax and ask them for a deferment. And if you were charged overdraft fees, inform them of that, since you have some recourse for the overdraft fees.

If their auto-debits have caused you to incur overdraft/non-sufficient fees (NSF fees), you have some recourse for the overdraft fees. You will have to talk to Support to inform them of the situation and get an Incident Number from the person who takes your report, then see this FAQ:

The estimate on the TurboTax Tax Home web page is only an estimate based on the IRS target of sending a federal tax refund within 21 days after the return has been received. This is not a guarantee.
Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.
Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund
If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds
After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
