I have the same problem! It is very frustrating.
Received the same today, 23Feb25:
At the Print/Save Page it says, "Your South Carolina return(s) is currently unavailable to view, print, or download because some forms haven't been finalized yet."
When you click on the link = "Notify me when my forms are ready" you get "Sign Up For Email Notification." After you enter your email & confirm email, the following Error Message appears:
"Unable to load messageid No forms or products have been specified. Please close the window and try again. for en_US."
As a possible work around, see this post in community from last year: https://ttlc.intuit.com/community/state-taxes/discussion/successfully-printed-south-carolina-2023-in...
To save and/or print both Federal & SC state return after filing:
I'm getting this same message and it is now Feb 2025 ????
I have the same problem. I cannot print, see, or download the South Carolina tax return. It says I owe $33 but cannot even see the file. South Carolina says all forms are available and have been available! Don't know what to do. I have spent hours on the phone with intuit and they have no answer at all!!!
Did you see the work around?

To save and/or print both Federal & SC state return after filing:
I'm having the same issue. SC DOR says all forms are available so it must be a Turbo Tax issue. I can't get a straight answer, either.
I just updated, and still no SC forms.
This has NOT been fixed for tax year 2024. I had the same problem. I do not estimate my taxes each year. Instead, I adjust the federal and tax deductions on my 1099 income accounts (when necessary, usually not) to make sure I have had enough tax taken off so that none will be due. This year I had a very small amount due to SC due to some unexpected income and TurboTax would not allow me to either print or save as a pdf my return before e-filing. The fix is to go into your SC state return and edit the section dealing with 2025 estimated taxes. If TurboTax sees that an amount will be due for tax year 2025 based on your SC state tax prepayments made for 2024, it won't let you do any printing or saving to a pdf until it receives the final South Carolina form SC1040ES1 (1st quarter estimated SC tax) on March 6, 2025. However, if you either lower your income estimate for 2025, or raise your prepaid tax estimate for 2025, so that there will be no additional SC tax due for tax year 2025, then you can print or save your forms before transmitting, as it should be. However, the printing or saving as a pdf only worked when being in the Forms menu and selecting Print or Save As PDF from the dropdown menu there. The button to Print Your Forms within the final steps before online transmitting your taxes would still "hang up" even after making this change. My Federal and SC state forms did submit correctly and the forms which I saved as a pdf after making this change were correct. TurboTax really needs to fix this for the future. I called TurboTax tech support 4 times on this over a 2-week period and they were unable to tell me a workaround or solution.
Tim ... see my reply below yours.
I'm having the same problem....2/25/2025
Looks like I'll be using H&R Block next year.
I was able to file my federal taxes ok but when I try to e-file my SC taxes it says "Hmmm..we've hit a snag". Please try again later" It's been 3 days and I still can't send. Any help would be greatly appreciated.
One reason that your state can't be efiled right now could be that your return could have a form that is not available for efiling right now. State and federal forms are released on different dates. You can visit the following TurboTax help article to see if any of your forms are currently unavailable.
If all your forms are available and you can check some of our common solutions. If your tax return can't be e-filed for some reason, TurboTax will let you know.
If your issue continues, contact us again and give us more details.
