The letter received from the IRS should explain exactly what they are needing from you.
The actual notice or letter number should be in the upper right of the first page usually preceded by either a CP or LTR. What is that prefix and number?
I'm at work and saw it coming to my mail. Initially I had a refund and filed to early and realized I missed adding some items which resulted in me having to pay more after amending my tax return. I received my refund but then paid it back a good portion of it. I wonder if that is what the letter is referring to?
I did check my IRS portal and it says i'm up to date with all my payments.
I have same letters from IRS, the code shows LTR, what does it mean?
The letter says no action is necessary, but it also has two vouchers attached and requires me to return one of them: one for inquiry, one for inquiry + making payment. Which confuses me what which voucher I shall return..

The IRS uses Letter 288C to inform you they are holding your tax refund until you file. The IRS only sends these notices if they believe you owe taxes. If you did file a return, you are going to want to gather proof of mailing.
What tax year is the letter referring to? Did you file a federal tax return for the year in question?
@DoninGA I'm having same situation as Bcasstevens02:
I filed my tax return via turbotax early this year (for tax year 2021), and turbotax shows IRS shall refund me over $2000. But after it was submitted electronically and IRS accepted it, I realized that I missed something so I again used turbotax to file the amend (1040x), turbotax shows I owe IRS about $1700.
IRS did charged me $1700 just after I filed my 1040x via turbotax, also refunded me about $2000 with few minor changes they have done.
But I still received this letter recently. The letter says they received my amend, but determined no action is necessary because they already made changes on my original tax return. (which is weird, because they did charge me $1700 based on my 1040x). And the letter I received asks me to mail one of the attached voucher back to them, one voucher says it is just inquiry, one voucher says making payment.
