The IRS uses Letter 288C to inform you they are holding your tax refund until you file. The IRS only sends these notices if they believe you owe taxes. If you did file a return, you are going to want to gather proof of mailing.
What tax year is the letter referring to? Did you file a federal tax return for the year in question?
